The design objectives for the Utah Freedom Memorial are:

1. Celebrate freedom.

2. Educate children not associated with the military to experience a love for freedom, and awareness of their opportunities to preserve it, and a respect for those who defend it. They should leave the monument with a feeling of "now I understand".

3. Honor current and past Utah military members with emphasis on the current war on terrorism.
